Resources

  • Depending on where you are filming in Pasco County, a (COI) Certificate of Insurance is required.
  • Evidence of insurance must be provided in the minimum amount of $1,000,000 for general liability and vehicle liability and $1,000,000 general aggregate, naming the county and any municipality in which filming will be conducted as additional insured. It is required to mention Pasco County and Pasco County Board of County Commissioners.
  • In addition, coverage of general liability insurance may be required for use of private property. Evidence of insurance must be submitted along with the film application at least five (5) business days prior to the filming and/or pre-shooting date.
  • Commercial general liability insurance, including but not limited to, bodily injury, property damage and personal injury is required for all on-location work in Pasco County.
  • Additional insurance coverage or higher limits may be required based upon the risk level the city or county may face. These will be determined when the application is reviewed by risk managers. Workers Comp coverage may be required but it is not needed unless the application specifically requests it.
  • Applications submitted without proof of insurance are considered incomplete and will not be processed until proof of insurance is provided.

Florida’s Sports Coast Film Commission does not issue permits for filming activity that includes the use of Unmanned Aircraft Systems (UAS), more commonly known as drones. This county ordinance prohibits drone operators from taking off or landing a drone in or on any county-owned or managed land, except for purposes of public safety where written permission has been obtained from the administrator or designee.

Drones are not permitted to take off or land in any Florida State Park.

Any Production Company planning commercial filming with a Drone/UAS will need to follow the Federal Aviation Administration’s (FAA) Small UAS CFR Part 107 Rule.

This state code (Florida Administrative Code 40C-9.320 // 2004) prohibits drones from taking off or landing on District lands unless authorized by a Special Use Authorization.

All drone pilots operating commercially in the state of Florida are subject to the FAA’s Part 107 rules. Learn more about the FAA’s certification process to obtain a commercial drone license https://uavcoach.com/drone-certification/

Our office encourages you to visit the FAA’s Unmanned Aircraft Systems page https://www.faa.gov/uas/ for the latest UAS news and updates, regulations, authorized operations, waiver process, and more.

For temporary Drone insurance a good resource is Verifly Business Insurance. You can get an instant quote for one day, multi day or multi month insurance via their app or website. Drone Operators can get drone insurance via Verifly as well. You can issue certificates of insurance and additional endorsement pages right through their website or app
